Richard was born in DeRidder, Louisiana on July 4, 1940. He was a lifelong Methodist and was raised at Epworth Methodist Church. Richard grew up in Houston and graduated in 1958 from Stephen F. Austin High School. He attended the University of Texas in Austin and began a lifetime of love and dedication to the Texas Longhorns. Richard also became a lifetime member of The Texas Exes and Phi Kappa Tau Fraternity. He then enlisted in the United States Air Force Reserve where he served for six years receiving an honorable discharge.
Richard had an early career at Houston Lighting and Power. In 1978, he joined the Harris County Sheriff's Department where he served in both the Jail and Gang Unit until he retired in 2007.
Richard was preceded in death by his parents, Elmese Mattison Foote and Obie William Foote. He is survived by his cousins, friends, and colleagues at the Harris County Sheriff's Department.
Richard was a beloved and cherished son, grandson, nephew and cousin. His passions were his friends and family, the University of Texas, and Colleagues at the Harris County Sheriff's Dept.
A memorial service honoring Richard was held at 10:00 a.m. on Wednesday, October 25, 2023 at Waltrip Funeral Directors, 1415 Campbell Road in Houston, Texas.
