

Harvey Raymond Mathias departed his earthly home and immediately entered into his heavenly home on June 13, 2026. He was born in February 1947 in Columbia, South Carolina and was the only son of Hampton John Luther and Permelle Lucas Mathias.
Harvey is survived by his sweet and loving wife, Janice Shull Mathias and step-daughter Kristina Jones (Chris) Catoe. He is also survived by his sister Edna Jean Mathias (Art) Hallman, niece Erin Mathias (Scott) Thomas, and grand-niece Alana Hallman Thomas.
Harvey was a 1965 graduate of Brookland-Cayce High School where he served as the President of the Student Body. He then attended Clemson University where he received his BS degree in Civil Engineering in 1970 and MS degree in Transportation Engineering in 1973. While pursuing his Master Degree, in 1972, Harvey enlisted in the South Carolina Air National Guard. Also, during this time, he worked with the South Carolina Highway Department in various divisions.
He joined the staff of the City of Salisbury, North Carolina in 1974 as its first traffic engineer. He was named Assistant City Manager and Coordinator of Public Works in 1975 and then City Manager in 1982. During this time, he was appointed to the Board of Trustees of the North Carolina League of Municipalities (NCLM) Risk Management Services Programs.
In 1985, Harvey joined the NCLM staff as its first Director of Risk Management Services where he remained until 1996. He then returned to South Carolina where he worked with the Municipal Association of South Carolina as Director of Risk Management Services until his retirement in March 2012.
During his professional career, Harvey had the pleasure of serving on the boards of several professional organizations of which he was a member. The most notable of these was the National League of Cities Mutual Insurance Company (Company) which was founded in 1986. He was involved in the formation of the Company and served on its board until his retirement in 2012.
A member of Riverland Hills Baptist Church in Irmo since 1996, he served as the Chairman of the Executive Committee and as a deacon, greeter, and usher.
Visitation will be held at Riverland Hills Baptist Church at 11:30 am on Thursday, June 18, 2026, with Funeral Services to begin at 1:00 pm. Burial to immediately follow at Woodridge Memorial Park Cemetery on Corley Mill Road in Lexington.
