Spencer was born in Atlanta, Georgia and grew up in Atlantic Beach, Florida. He attended Jacksonville Beach Elementary School, Atlantic Beach Elementary School, The DePaul School and graduated from The Greenwood School where he was bestowed with their prestigious Eagle Award. He went on to earn an Associate of Science degree in Digital Media from FSCJ.
Spencer struggled with epilepsy for most of his life and was an inspiration to all who knew him.
Survivors include his parents, Bryan and Celia Frank of Atlantic Beach, FL, his two loving brothers Will Frank of Jacksonville, FL and Brandon Frank of Boston, MA, an uncle Gordon Frank of Neptune Beach, FL, an aunt Marie Frank of Abingdon, VA, two cousins Matthew Frank of Uncasville, CT and Daniel (Lindsay) Frank of Macon, GA and two second cousins Alan Frank and Lexi Frank of Uncasville, CT.
The family held a private viewing at Hardage Giddens Funeral Home.
