Cecil C. Milligan, age 89, passed on Friday, October 4, 2013. Cecil was born on March 11, 1924 in Anthony, FL and resided in Jacksonville for most of his life. He was a Navy veteran of World War II and a Marine Corp veteran of the Korean Conflict. He survived the sinking of two ships during World War II U-Boat action. He retired from CSX railroad after 35 years and was a member and former employee and board member of the Friday Musicale. His memberships included Riverside Masonic Lodge #266 and the Riverside Garden Club. Cecil was a Christian and an active member of Murray Hill Baptist Church. Quitting school at age 16 to join the Navy, he humbly received his high school diploma along with his grandson, Bill Milligan at the 2009 class of Douglas Anderson School of the Arts. Survivors include his wife of 66 years, Grace Mosely Milligan, sister Anarece Touchton and brother, Warren Milligan (Sandra), brother-in-law Robert Herrington, sister-in laws Lola Mae Wright and Harriett Milligan; daughter Cheryle Touchton (Bob), son Vaughan Milligan (Louise), four grandchildren: Chris Touchton (Whitney), Kelley Pekarek (Erick), Jim Milligan (Lauren), Bill Milligan; six great grandchildren: Noah, Ava and Ella Touchton and Abigaile, Frederick and Georgia Pekarek. Cecil was lovingly known as Granpap by many children. Funeral arrangements have been entrusted to Hardage-Giddens Town and Country Funeral Home located at 7242 Normandy Blvd., Jax. FL 32205. Visitation will be held at the funeral home on Monday, October 7, 2013 from 6:00 – 8:00 pm. Funeral services will be held at 10:00 AM on Tuesday, October 8, 2013 at Murray Hill Baptist Church, 4300 Post Street, with Rev. Doug Axtell officiating. Burial will follow at Riverside Memorial Park located at 7242 Normandy Blvd. with military honors and Masonic rites.
