He married Sandra Sue Bay on August 18, 1961 in Killeen, Texas. He was a self-employed painter for commercial businesses.
He was preceded in death by his parents; brother, I.W. Owens; and a son, Harvie E. Owens, Jr. He survived by his wife, Sandra Sue Owens of Killeen, TX; brother, Darrell Owens of Pendleton, TX; and a sister, Debra Owens Kelsey of Pendleton, TX and other family members and friends.
