Joann Culp

Joann Kelley-Culp, age 65, passed away August 4, 2023 in Austin, Texas. She was born July 10, 1958, in Fort Benning, Georgia. She was raised by her parents, George and Christa (Reifenscheid) Kelley. Being part of a military family, Joann and her sisters moved often growing up, but eventually settled in Killeen, Texas in 1969. She graduated from Killeen High School in 1976. Shortly after graduation she moved to Ohio and then Germany for a time, but came back home to be close to her family.

Joann worked for the Bell County Water Control and Improvement District for over 25 years. She truly enjoyed her career and the relationships she made with her coworkers during her tenure. Outside of work, Joann loved gardening, cooking and traveling. She had an unbelievable green thumb. When she wasn’t tending to her yard and plants, she could be found cooking a delicious meal for her family. Some of her specialties were spaghetti and schnitzel with home fries. Joann was always looking for her next travel destination, but especially loved getting to visit extended family in Germany.

She is survived by her mother, Christa Kelley, daughter, Katherine Culp, and three sisters, Doris Borders and husband Paul, Patricia Thompson and Shirley Carey. The family would like to thank Ascension Seton Northwest and the team with Compassus for providing care and comfort in Joann’s final days.
