March 14, 1937, and died October 7, 2023, at age 86. As an “Army Brat,” he lived in Germany, Italy, Hawaii, San Antonio, and Washington, D.C., before entering the United States Military Academy, West Point, from which he graduated in 1961 as a Field Artillery 2ND LT.
Excelling in four of the five Olympic Pentathlon sports, Bill then trained in San Antonio. None of the grads could fence well, so it was off to Ranger School. He also earned the parachutist badge. Battery commands followed at Fort Sill and in Germany.
In 1967, ten days before deploying to Vietnam, William met Jane Felger, who became his wife in April, 1968.
Bill taught Tactics and Combined Arms to Career Artillery Officers at Fort Sill. There, Victoria Gayle was born a “Sooner” baby.
Vietnam Language school and the MATA course preceded his second tour to Vietnam. Finally, the family moved to Texas “as fast as it could!”
At Fort Hood Bill was in the lst CAV Division as a Battalion Executive
Officer. He also earned a Master’s of Science in Systems Analysis from American Technological University.
Graduating from Command and General Staff College enabled Bill to become an instructor in this course.
Bill also enjoyed working as the Chief of Information and Security for the Battle Simulation Center, Fort Hood, for twenty years.
The Heart of Texas West Point Society elected Bill President twice and awarded him the Distinguished Graduate award. Also, he served as MAT,O (Military Admissions Liaison Officer) for Central Texas high schools for ten years.
First Presbyterian Church, Killeen, elected Bill elder and treasurer. When this church closed, he and Jane moved the Felger-Sievers organ and johed First Presbyterian Church, Copperas Cove.
Bill was predeceased by his parents COL William E. Sievers and Emmeline Larrabee.
William is survived by his wife, Jane Sievers, daughter Victoria Sullivan and husband, Terry Sullivan, sister Sharon Sievers of Maryland, and grandson, Nathaniel Eric Sullivan and several nieces and nephews.
He loved the Lord, his family, West Point, German shepherds, cats, Morgan horses, ballroom dancing, educating, gardening, Johnny Cash, Dean Martin, musicals, and mint chocolate chip ice cream.
Some of Bill’s earned awards were one bronze star with Oak Leaf Cluster, Air Medal, National Defense Service Medal, Ranger Tab, Meritorious Unit Commendation, Joint Service Commendation, Meritorious Service, Parachutist Badge, Vietnamese Cross of Gallantry with Palm.
