

in Hazleton, and raised in Freeland, Pennsylvania, Charles lived a life defined by faith, service, integrity, and devotion to family.
Charles proudly served in the United States Air Force, with assignments in Florida and Japan before completing his education at Temple University, where he earned a Bachelor of Science degree in Economics. He spent the majority of his professional career with Shell Chemical Company, working in New York City, Houston, Texas, and Peoria, Illinois. Over the years, he held leadership roles in pricing, distribution, logistics, and transportation safety compliance.
Later in his career, he became deeply involved in training and guidance for both Shell and industry organizations on transportation safety regulations and environmental responsibility
resulting in his receipt of the George L. Wilson Award for outstanding contribution from the National Association of Chemical Manufacturers. Following retirement, he continued this work through his own consulting practice, helping organizations improve auditing, training and enhancing public and environmental safety standards.
Charles was preceded in death by his beloved wife, Kathryn Josephine “Jody” McHugh, who passed away in July 2022. They built a life centered on faith, family, travel, friendship, and
hospitality and especially loved spending time together in the home they built, enjoying the beautiful Gulf Coast sunsets and gatherings with family and friends.
A devoted Catholic, Charles faithfully served St. Mary Magdalene Catholic Community through the St. Vincent de Paul Society, Liturgical Ministry, Choir, and the Knights of Columbus. He was
known for his strong moral character, conscientious nature, generous spirit, and commitment to helping others grow and succeed.
After the passing of his wife and following a difficult recovery from heart failure, Charles embraced a new chapter of life within his retirement community, The Village of River Oaks. There he developed many close friendships, became president of the resident board, and enthusiastically participated in social activities, outings, and community events. His warmth, humor, storytelling, and unmistakable laugh made him a beloved presence to many.
Charles loved baseball, especially the Houston Astros, along with great meals, good beer, fine wine, travel, books on military history, and lively conversation. Above all else, he was most proud of his family.
He is survived by his sisters, Agnes Meyers and Mary Lou McHugh and her Husband Robert Keltz; his children and their spouses, Mike McHugh and Donna Uliva, Brian and Amber McHugh, and Kerry and Jeremy Spetter; and his cherished grandchildren, Alex McHugh, Hudson McHugh, Teygan Spetter, and Sawyer Spetter.
Charles will be remembered for his faith, humor, guidance, resilience, and the deep love and pride he carried for his family and friends.
