Leon Walter Guinn

Leon was born in St. Louis, Missouri on November 26, 1941. He has four siblings, three brothers, Alan Guinn, Loren Guinn(d), Bill Guinn and one sister, Rosanne Griffith.

He graduated from California State University at Fresno in 1965 with a Bachelor's degree and a Master's degree in Criminology.

He married Ginny Shepherd in 1966. They have two children, Wendy Malavé and Kevin Guinn.

He began working for the United States Customs Service In 1966 and retired in 1998 as the Special Agent in Charge of the Houston office. He took time off for a stint in the US Army, Military Intelligence from 1967 to 1970.

After retiring from Customs, he served as the Director of Internal Affairs for the Texas Department of Criminal Justice before retiring for good.

He loved retirement and having time for traveling and pursuing his passion of photography.

I first met Leon when I wandered into a meeting of the Kingwood Photoclub when he was the president. I was looking for a hobby to occupy my time in my empty-nester years. Even though I only had an old point-and-shoot, and everyone seemed to have really fancy equipment, he encouraged me to keep coming and taught me a lot about photography. Leon made the photo club fun and welcoming for all. I am still and active member of the club, and I am reminded of him so often when I take a photo. The Photoclub was one of his many legacies in a long and productive life. We will miss him.

Leon and I attended and graduated from Fresno State in 1965. His other close college buddy was Roger Foster who passed away many years ago. The three of us had many "happy adventures" together having lived in the same off campus housing. John McCaffery another of our friends and fellow graduate of FSU also became a Special Agent in Customs and advised me of Leon's passing. At FSU we were "poor students" in Criminology but we still found time to "work hard and play hard". I lost track of Leon after FSU. We both did our time in the military . I became a Special Agent with the US Secret Service and retired in 1996. Leon was a great friend and pal and I will never forget him. My condolences to you Ginny and your family.

I met Leon when he was President of the Kingwood Photo Club. He got me hooked in the club and I succeeded him in that job. My memory of him was that he was always there ready to help me be successful. Always ready, and always cheerful. Later when we needed a Santa for our Special Needs photo shoot he jumped right in. Leon was someone I could count on. We’ll miss him.

Susan and I were so very sorry to learn of Leon's passing. I first met Leon when he was selected as the SAC Houston. We worked together for many years until we both retired. After retirement Susan and I both enjoyed the time we spent with the Guinn's at social gatherings including the annual Holiday dinner. Leon did a superb job of organizing these events which usually required "herding cats". We will miss Leon and his natural leadership talent. His talent for photography was an added benefit for our organization. We hope your many wonderful memories will comfort you in the days ahead. RIP Leon.

Ginny and Family,
Vicki and I are so sorry for your loss and we will keep Leon and your family in our prayers. I met Leon in the late 70s he was a friend and for several years my boss. As I read some of the memories of Leon's other friends, I can only say yes, all true. I have always known Leon to be an Honorable Man who believed in doing the next right thing. God must have decided that Leon's work here was done and He took him home. Although he is missed by those he left behind, I have no doubt that Leon is at peace.

We will miss Leon. We always enjoyed seeing Ginny and Leon at the conferences. He was always so kind to send us a cd of the conferences and we still enjoy looking at them. Leon will be greatly missed at future conferences as he did so much using his outstanding ability as a photographer. We wish Ginny and the Guinn family our very best regards.

I started as an Agent with Customs at Terminal Island in 1971 and remember Leon (Fraud Dog) well as we were all young and learning our craft. Many a night Leon would rack up some AUO on drug surveillances with the smuggling groups and then moved up and away from L.A. Leon earned his way to the most senior levels and I will remember him for his good heart and great sense of humor. Gone too soon!
