Born February 4, 1958, in Harlingen Texas to Mr. Bob and Mrs. Bunny Lay. As a lifelong resident she attended Harlingen High then The University of Texas – Pan American, Edinburg. Her career followed as sole Accounting Manager.
Francine married Tony Saenz in 1982 and had two wonderful daughters. In 1991 she married Henry Kohl, they later welcomed their beloved son.
As a devoted mother, wife and friend she blessed all those who knew her. This love and kindness will be greatly missed and remembered by her surviving family: Husband Henry Kohl, Daughters Brooke (Saenz) Billick and Shelsea (Saenz) Jardot, Son Jarrod Kohl and her four precious grandsons, Jack and Ford Billick, Augustus and Nathanael Jardot. As well as her siblings Jennifer Crawford, Johnny Lay and Elizabeth Briones.
Services will be held at Heavenly Grace Funeral Home & Memorial Park at 26873 White Ranch Rd., La Feria, TX 78559. On Saturday March 7, 2026. A memorial will be held 11am to 5pm, with a celebration and eulogy to be held between 1-3pm.
