Cecilia Antoinette Carter, 59, passed away peacefully on October 1, 2021 in Las Vegas, NV.

CeeCee was born on May 9, 1962 in El Paso, TX to Robert and Gloria Russell. She graduated from Park University in 2002 with a Bachelor in Science, Summa Cum Laude, of Management & Human Resources. She worked 23 years at Rust Tractor in TX, 2 years at Chick’s Harley Davidson in NM and 16 years at Cashman Equipment here in Las Vegas. Anyone who knew CeeCee was touched by her kindness, humor and passion for life. She was truly a joy to be with and always a source of positivity. She was such a blessing to so many people -- a beloved wife, mother, sister, daughter, grandma, aunt, and friend. She loved going to concerts, taking motorcycle rides, watching the Dallas Cowboys, spontaneous backyard dancing and most of all being a Grandma.

CeeCee is survived by her devoted husband Jeffery Carter of 37 years; her children Krystie Gail Carter Sullivan and her husband Sean Sullivan of NH; Jerry Wayne Stewart and his wife Elizabeth Stewart of NV; and William Maxwell Carter and his fiance Felisha Baca of NM; her mother Gloria Russell; her siblings, Joe Russell, Robert Russell, Terry Russell, Yvonne Hines, Michael Russell; her grandchildren, Jayda-Lynn Carter, Kyree Stewart, Wyatt Black, Rosemary Carter, and Lucia Carter, as well as her extended family and an abundance of friends; she is preceded in death by her father Robert Russell. We will all miss her more than words can say.

The Carter Family is holding a celebration of life at 10:00 A.M. on Sunday, October 24, 2021 at Palm Northwest Mortuary, 6701 N Jones Blvd, Las Vegas, NV 89131. Cee Cee, was the funiest person ,most up lifting you would ever know. Always planned our events at Rust Tractor and made every day fun and going to work was easy because you never knew what she would come up with. Miss you!!!

CeeCee! I called you at least 2 to 3 times a week sometimes 2 to 3 times a day…I know your extension by heart…4056. You always answered with a smile. Together we figured out what to do. Yoga, you were always the life of the party, really at yoga? And everywhere, the excitement didn’t start until you arrived! I will miss you, I miss you now. Rest peacefully. Love you, Shell Bell…

Cee Cee was an amazing woman, I was honored to call her a friend.
Our journey was not without bumps, but I feel truly blessed to have known her. The last time we spoke was about her gorgeous gray hair, I will forever hold her in my heart , and look forward to seeing her again. RIP Friend. Thank you for all you did to help me.

CeeCee was the sweetest, caring, lovingest person I have ever known. She had the most contagious laugh. She was more like a daughter to my sister in law than a daughter in law. We haven't been able to see them in awhile but we did talk per phone. I love you and miss you Gal. God has a wonderful angel 😇 ❤

I first met Cee Cee in February of 2020. I was very nervous traveling to a new state meeting my sister, Krystie’s family for the first time. When I had arrived, I was welcomed with open arms by her entire family. Cee Cee made me feel so welcome in her home and throughout the entire trip I don’t think there was one moment where she wasn’t smiling. I have never met a person so full of love, joy, and laughter. Thank you for welcoming me to your home and showing me what Nevada has to offer. That is a trip I will never forget. I only met you for a short while and got to see what an amazing person you are. You will be missed❤️
