

Frank William Kinsey, 84, a 48-year resident of Las Vegas, passed away April 13, 2011, after a battle with pneumonia and several strokes. He was born March 7, 1927, in Los Angeles. He is survived by his beloved wife, of 53 years, Romaine; son and daughter-in-law, Scott and Stacey; son, Brian; grandchildren, Brent and Lucy; great-grandchild, Kaiden; and many nieces and nephews. Frank was also a Little League baseball coach, Cub and Boy Scout Leader, active church member and an avid outdoorsman. Frank enjoyed being outdoors whether it was working in the yard at home, camping in the woods, or doing his job as a real estate appraiser. Frank was one of the first real estate appraisers hired by the Federal Housing and Urban Development Agency. He was also active in various real estate organizations where he earned his senior real estate appraiser certification, served as chapter president, worked on advisory committees and drafted state legislation. Earlier in life, Frank served his country in the U.S. Navy (1945-46), U.S. Air Force (1952-56) and U.S. Air Force Reserves. In between, he completed a bachelor's of science degree in marketing at Fresno State College (1952). After Frank's initial stroke in 1991, he and Romaine became active participants in many stroke survivor organizations helping others overcome very difficult situations. There will be a memorial service at 2 p.m. Thursday, April 21, at the Good Samaritan Lutheran Church, 8425 W. Windmill, Las Vegas. In lieu of flowers, please make donations to the Good Samaritan Lutheran Church, which will be used to dedicate a church pew or other item in Frank's honor.
