Lowell was born November 14, 1934 in Youngstown Ohio.
Lowell married the love of his life Joann (Laskey) Arbutina in 1955 in Youngstown Ohio and went on to have three children, Deborah A. Lewis, Mary Arbutina and Michelle A. Hinkle. They traveled the world while he was serving his country in the USAF. While serving in Vietnam he earned the Bronze Star. Upon retirement from the Air Force he and Joann made Las Vegas their home, where they raised their children and started what would become the second phase of their lives together. This included becoming a real estate appraiser and a member of Las Vegas Host Lions where he made many friends and eventually served as president. He took great pride in his work as an appraiser, however the lives touched through the efforts of Lions always brought a smile to his face. His third phase of life was an active retirement of RVing through most of the country and Canada as well as numerous cruises.
He was preceded in death by his parents Mary (Barkovich) and Michael Arbutina along with his daughter Deborah.
He is survived by his wife, Joann, daughter Mary, daughter Michelle (Barry), son in law Michael, and granddaughter Laura.
Lowell was known for his humor and would always have a joke ready to be delivered at any given moment.
