Richard was born on January 3, 1941 in Memphis TN. Son of the late Jack Herbert and Nina Doris (Tall) Lockhart.
He retired from the State of Maryland as a State Trooper. He was a US Army veteran.
He loved taking care of dogs.
He is survived by a brother Jeffery Lockhart.
A celebration of life will be held at the Shadow Moss Clubhouse on July 11th beginning at 10:00 AM.
