She was born on June 9, 1998 in Louisville, Kentucky. She is preceded in death by her father, James Daniel "Danny" Harper.
She leaves to cherish her memory to her mother, Susan Kebert; grandmother, Linda Kebert (Tim); sister, Katie Casper; aunt, Angie Friedman; cousins, Darren, Josh, Jenna; and a host of family and friends and everyone else whose life she touched.
While her time here was far too short, the impact she made will be lasting in the hearts of all who knew her. In August of 2025, she made the brave and life-changing decisions to enter rehab and begin her journey to sobriety. She worked incredibly hard to rebuild her life. She worked at Goodwill in Lexington, Kentucky as a cashier/customer service representative, got a car, and was creating a better future for herself. Her strengths, resilience, and determination were truly inspiring to everyone around her. Her memory will forever live on in the lives she touched. Rest in peace, Chelsey. You will always be loved and never forgotten. You are in a better place now.
