Mr. Thomas M. Higgins, 69, formerly of California, died Sunday at his sister’s home after a brief illness. Tom was born in Winthrop, he was the son of the late John J. and Helen M. (Miles) Higgins. He grew up in Lynn, graduated from St. Michaels School and Lynn Trade High School. He then received a degree in engineering from University of Lowell. He served in the U.S. Navy during the Vietnam War. He first worked for Stone and Webster in Boston. He moved to California and lived there for 30 years. He worked for the Department of Water Resources as an Engineer. He was the brother of Patricia Kearney of Salem and Marco Island, FL, Christine M. Taillon and her husband Michael of Boxford and John M. Higgins of Belgium. He was the uncle of Sharon M. Kearney of Salem, James Delorey of Westport, CT and Andrew Delorey of Londonderry, NH. Tom’s Funeral will be from the CUFFE-McGINN FUNERAL HOME 157 Maple St. Lynn on Thursday at 10:00 AM. His Memorial Mass will be celebrated in St. Pius V Church at 11:00 AM. Relatives and friends are respectfully invited to attend. Memorial Visitation will be Wednesday from 4-8 PM. Gifts in Tom’s memory may be made to The Lustgarten Foundation 1111 Stewart Ave, Bethpage, NY 11714.

My thoughts and Prayers are with Tom and his family. I worked with Tom for many many years from one end of the California State Water Project to another. Tom was always there when his expert advice was needed for a work situation or his support as a friend. He will truly be missed.

I worked with Tom during our South Bay Pumping Plant expansion. He was a smart, opinionated man that always had a huge heart. He was always willing to share his knowledge and experience to mentor young engineers. He was one of a kind and will be missed. My heartfelt condolences to your family.

As a young engineer new to the job with DWR, Tom showed me a kind of generosity, breadth of knowledge, and hard-earned respect that I'll never forget. My heart felt condolences to Tom's family. Tom always went out of his way to help and assist me when I needed his help...and even when I didn't... :) He will be missed, not just for his technical knowledge but also his view on life and his unique personality. Rest in Peace Tom...

My condolences to Tom's family. I enjoyed talking to and working with Tom for 20+ years on DWR projects all over California. He was always friendly and interested in giving designers input to build the best projects possible. His experience was invaluable. He definitely had "Can-Do-tude".

I first met Tom when he was the inspector for the Thermalito Diversion Dam gate repairs. We worked on other projectsd as well. He was a great person to work with and he took his work and worker safety seriously.

My condolences to Tom's Family. I worked up and down the State with DWR and Tom was everywhere. It was nice to see a familiar face at these remote places. I enjoyed working with him and respect his dedication, expertise and willingness to share his knowledge. He left a story and a jumper in every field division.

My condolences to the Family.
I had the priviledge of working with and getting to know Tom just recently on the South Bay Expansion Project in Delta Field Division. It was a great experience working with him and I appreciate him sharing his wealth of knowledge, experience & expertise. I think what i appreciated the most though was his generosity. He seemed to take great pleasure in sharing all that he had.
