A celebration of his life will be held Thursday, July 16, 2026, at 2:30 PM at Georgia Veterans Memorial Cemetery Chapel, 2617 Vinson Highway, Milledgeville, GA. Burial will be in the Georgia Veterans Memorial Cemetery with Rev. Josh Gale officiating. The family greet friends on Wednesday, July 15, 2026, from 6:00 to 8:00 p.m. at the funeral home.
Richard was born in Cincinnati, Ohio to the late Frank S. and Claudia Ethel Smith. He was preceded in death by his wife of 58 years, Angela Elaine Parent Welker and his son, Tommy Welker. Richard served his country in the United States Air Force. He retired from Armstrong World Industries as the treatment plant operator. Richard was a Cub and Boy Scout leader for troop #28 for many years and he enjoyed fishing and air conditioning repair.
He is survived by his son, Billy Welker of Macon.
