Rachel was born December 5th, 1927, in Whitesburg, Kentucky, to the late Reverend and Mrs. Osco V. Caudill. After college, Rachel became an early childhood development educator serving in several different locations. She was the first Director of weekday kindergarten at PPC.
In addition to her parents, she is preceded in death by her husband, Marvin B. Phillips and daughter, Elizabeth Ann Phillips. She is survived by her son, Harvey B. Phillips; her sister, Helen C. Barranger; two special nieces, Glenna B. Keller and Margaret B. Reid; and numerous nieces, nephews and great nieces and nephews.
A graveside service will be held at 1:00 pm Thursday, November 21st, at Sunset Memory Gardens in Mint Hill, NC.
