Herbert C. Albert, Jr., born July 28, 1938, passed peacefully from this life at the age of 82 on Wednesday, April 28, 2021, in New Orleans, Louisiana. Herb is survived by his daughter, Jenny Albert Welsch, son-in-law, Edward (Jay) Welsch, daughter–in–law, Karen Muller Albert, his grandsons, Edward Tyler Welsch, Logan Marcus Albert, and Richard Mason Welsch, his former wife, Joyce Kelly Albert, and his nephews, Jim Albert and Chris Albert. Herb graduated from De La Salle High School in 1956, received a degree in Civil Engineering from Tulane University in 1961, and served a tour of duty with the US Navy during the Cuban Missile Crisis. Blessed with a beautiful baritone voice, Herb sang with local bands, choirs, and friends. While serving as an officer in the US Navy (Seabees), he met his former wife, Joyce, in Kansas City. Herb and Joyce were married in New Orleans, in 1966 and raised two children, during which time Herb returned to Tulane University, where he received his Master’s in Engineering, Foundation Design. The US Army Corps of Civil Engineers is where Herb’s passion for geotechnical engineering resulted in 40 years of contributions to the science of levee design, locks, and foundations. After his divorce, Herb met Anne, whom he married in 1989. He retired from the Corps in 2006.
He was happiest when singing, cooking, fishing, and, most especially, spending time with family. Herb’s lasting gift to his family is his faith in God, sense of humor, and unconditional love.

I met Herbie in 8th grade and we stayed friends forever. When I returned to New Orlean after college, I went to Herbie's house to visit. There I met his date who would later become my wife . During other years we met for lunch or telephoned and discussed engineering and jobs my construction company might want to do. The jobs were always too big but we enjoyed the talks. May he rest in peace, my old friend Greg Moise, Houma, LA
