Cile was born in Memphis, Tennessee on December 10, 1943 to Phil Warren Stratton and Frances Owings Stratton and became a little sister to Phil ‘Warren’ Stratton, Jr. She grew up and lived her entire life in and around New Orleans; living the later part of her life on the Northshore with her husband of over 50 years, Thomas ‘Tom’ Bradshaw Bailey, Sr.
Cile was first and foremost a devoted wife, mother, and grandmother. She was also a very talented and accomplished artist. Her limitless talents included painting, photography, and writing. Her very first poem was published when she was in the third grade, and she published several books integrating her poetry and photographs throughout her life. Her sketchings and paintings will live on for generations hanging in many homes. Cile served on the board of her family business, Stratton Baldwin Co. She also enjoyed her time working as a real estate agent. She was a special lady - kind, beautiful and lovable and will be missed by all who knew her from her lifelong adventures with family and friends. She especially enjoyed traveling and eating out at her favorite local restaurants.
Cile was preceded in death by her parents, Phil Warren and Frances Owings Stratton, her brother, Phil Warren Stratton Jr, and her husband, Thomas Bradshaw Bailey, Sr. She is survived by her children - Lydia Bailey Hardy (Mark Klar), Shelley Stratton Bailey, Thomas Bradshaw Bailey, Jr. and Lucille Bailey Albrecht (Jeffrey), her grandchildren - Frances Hardy, Clive Hardy, Audrey Jones, Everett ‘Scooter’ Jones, Thomas B. Bailey III, Georgia Bailey, William Albrecht and Charles Albrecht, her many nieces, nephews, and friends that she loved as family.
The family wishes to express their deepest gratitude to her doctors who she truly loved and trusted, including the staff at the St. Tammany Ochsner Cancer Center who made her feel so special and loved and gave her the strength to get up and keep fighting during her year and a half journey with cancer.
A small, private graveside service was held at Lakelawn Metairie Cemetery on December 8, 2023 where both Cile and Tom were laid to rest together, side-by-side for eternity.
