He attended St. Henry’s Elementary School and Fortier High School where was a member of the Fortier Senior Band.
Phil served in the United States Army and was the Executive Officer of the 98th Quarter Master Battalion in the Philippines and in the Occupation of Japan entering Hiroshima just thirty days after the city was bombed. He later served as the Inspector General of the 377 Transportation Terminal commanded by General Delesseps Morrison. Upon return from the war he attended Tulane University where he received a Bachelor of Science in Geology, graduating with the class of 1949 while continuing in the Army Reserve for 20 years, retiring as a Lieutenant Colonel.
He played the bass fiddle in college and while practicing with two of his brothers at the home of the saxophonist, Russell Ortolano at 912 Constantinople, he met his bride to be, Regina Salvatora Ortolano. They married in 1948 and had four sons, Philip James, George Joseph, Ronald Reginald and Thomas Joseph. In 1959 Regina and Phil began Regina Queen of Caterers. Phil was also the proprietor of MVRS, Motor Vehicle Registration Service, providing data processing services of vehicle sales and licenses to the State and City of New Orleans for over 20 years before the process was automated. He continued to compile sales data that he provided to automobile dealerships, universities and other institutions throughout Louisiana until his death. He was also a Notary and served on the Louisiana Notarial Board.
His greatest joy in life was his children and nothing gave him more joy than did having his four sons together with him. It was truly his pride and joy. He is grandfather to Gia Marie, Talia Anne, Natia Christine and Philip James III, and to one Great grandchild, Joseph Philip Fenasci.
