Born on April 11, 1942, in Bogotá, Colombia, Rosalba devoted her life to her family and to nurturing young minds as an early childhood educator. She was a beloved mother, wife, sister, aunt, and grandmother, remembered above all for her generous and strong spirit, deep spirituality, and unwavering love for those around her. In her free time, she found endless joy in gardening and in all forms of arts and crafts.
She is survived by her husband, William Velasquez; her daughters, Claudia Velasquez (Robert) and Monique Velasquez (Pierre-Andre); and her grandchildren, Liam, Sebastian, Eva and Adrien. She was preceded in death by her daughter, Narda Velasquez, her siblings, Ana Isabel Ramirez, Maria Teresa Murillo, and Enrique Espinosa, and her mother, Blasina Parra Espinosa and father, Jose Antonio Espinosa.
A celebration of her life will be held on Friday, May 1, 2026, 12 noon at Our Lady of Perpetual Help Catholic Church, 2008 Short Street, Kenner, Louisiana followed by burial at Lake Lawn Park Cemetery, 5454 Pontchartrain Boulevard, New Orleans, Louisiana.
