Rustum (Art) passed away peacefully at home on March 22, 2023. He was born in the Philippines on December 27, 1933. He married Marcy, the love of his life in 1962 and had three children. He was in the Philippine Navy and then later worked for the United States Government as a Power Plant Mechanic with Public Works Center in Subic Bay, Philippines. He and his family migrated to California in November 1978.
He held jobs in the private industry until he started his career with the City of Escondido in January 1985 as a Plant Maintenance Mechanic I. He completed his Associate Degree in Supervision while he was working. He was promoted to Senior Plant System Technician and retired in December 2012. He was a lifetime member of the Federal Asian Pacific American Council (FAPAC).
He had many great qualities. He was very patient, loving, and thoughtful just to name a few. The saying “Patience is a virtue.” He practiced that very well. On their 50th Wedding Anniversary, he jokingly said “50 years of hard labor”. Over 60 years later Art and Marcy were still together. He proved that working on any relationship requires effort and labor like he said because at times it seems easier to just walk away. He loved his wife, children and grandchildren unconditionally. He was a man of few words. When he spoke, people listened. He was thoughtful and was always more concerned about everyone else’s well-being.
He enjoyed spending time with family and friends. He liked camping, fishing, gardening, reading books, and sharing his stories.
He was preceded in death by his parents, brother, sister, and son-in-law Michael L. Petrungaro. He is survived by his wife Marcelina R. Dulay, son Odin R. Dulay, daughters Arlin D. Petrungaro and Anita Dulay-Irmer, daughter-in-law Marlene C. Dulay, son-in-law Michael Irmer, future son-in-law Michael L. May, and five grandchildren: Lloyd M. Petrungaro, Omar R. Dulay, Anthony A. Petrungaro, Janelle M. Dulay and Randall A. Dulay.
He will be missed by those who knew and loved him. He will always be in our memories and hearts.
A Viewing and Visitation will be held on April 14 from 4:00pm-8:00pm at Eternal Hills Memorial Park,
1999 El Camino Real, Oceanside, CA. The Memorial Service will be held on April 15 at 1:00pm at the same location. Eternal Hills Mortuary and Crematory is handling the arrangements.
