Surviving is his companion Helen June; sons Howard Richard Jr. of Watertown and John Willi of Brier Hill; daughters Lisa Villano & her companion William Burns of Hammond, Maria Villano of Illinois, Amanda Leonard & her companion Ben Deon of Star Lake, Catherine (James) Olson of Theresa; nine grandchildren; brothers Paul Richard of California, Robert (Connie) Richard of Hammond, Albert (Laura) Richard of Hammond, Harold (Jenny) Richard Jr. of Ogdensburg, Victor Richard of Hammond Jim Richard of California; sisters Patti Richard of Alex Bay and Irene (Bub) Marcellus of Black Lake; 1/2 brothers John Gilbo of Ogdensburg, Pete (Sally) Gilbo of Russell and Donnie (Ellen) Gilbo of Ogdensburg; along with several nieces, nephews & cousins.

Howie was born on July 18, 1957 in Ogdensburg, a son of the late Harold Sr. & Teresa (Ross) Richard. He graduated from Hammond Central School. Previous marriages ended, and he again found companionship with Helen June.

During his career he worked as a steel worker in Pennsylvania and in 1994 he relocated back to the North Country after becoming disabled due to a car accident.
