Joyce was born on January 19, 1938, in DePeyster, a daughter of the late Wilbur and Grace (Witherell) Parish. She attended DePeyster School and graduated from Heuvelton Central in 1955. She was later married to Norman Bice on June 12, 1959, and they lived in DePeyster in the former schoolhouse she attended as a child, which she and her husband Norman remodeled as their family home.
After attending business school, Joyce worked primarily as a secretary for several area firms, including Collins Motors, the National Tuberculosis Association, Sears, ACCO International, Diamond International, Connecticut General Life insurance, and Dr. Abraham Injean. After her daughter Shannon was born she continued to serve the public as a frequent volunteer at the church, a member of the Hillcrest Cemetery Association, a member of the board of elections in DePeyster, and many other worthwhile endeavors.
Joyce was known for her giving nature, her determined spirit, and her loving care of her family at all times. She always felt her children and her family were her greatest accomplishments. She enjoyed playing the piano and organ, singing, get-togethers with family and friends, flower gardening, and baking her renowned chocolate chip cookies. And, like her mother, Joyce was a devoted fan of the Syracuse Orange men’s basketball and football teams.
