Richard was born January 24, 1953 in Ogdensburg, NY. He graduated from Morristown Central School, Morristown, NY, in 1972, and attended Mater Dei College, Ogdensburg, NY. He was employed, in the past, at the St. Lawrence Psychiatric Center.
He is survived by his wife Jema and their two daughters, Brianna, 17 and Ciara, 15; and five siblings- Dianne Langtry and her husband, Allen Langtry, Brier Hill, NY; Rose Simpson, Shelburne, VT; Patrick McDougal, Waterloo, NY, Francis McDougal and Wendy Lake, Morristown, NY; Sandy Miller and her husband,Jimmy Miller, Colchester, CT; several nieces and nephews- Corinna, Allen, Erik, Ryan, Jamie, Jessica and April Rose.
He is preceded in death by his parents Phyllis Frances Marra McDougal, 1993, and Donald Richard McDougal, 1960.
Richard loved hunting, fishing, and the outdoors. His daughters, Brianna and Ciara, were the pride and joy of his life.
