

Funeral services will be held on Friday, November 14, 2025, at 11:00 a.m. at St. Raphael’s Catholic Church in Heuvelton, with Rev. Kevin O’Brien officiating. Shirley will be laid to rest at St. Patrick Cemetery in Chateaugay on Saturday (Nov 15, 2025) at 11:00am. Calling hours will be held at the Fox & Murray Funeral Home on Thursday, November 13, 2025, from 3:00 p.m. to 7:00 p.m.
Shirley was born on July 2, 1930, in Chateaugay, NY, to Henry and Marjorie (Shufelt) Cook. A proud graduate of Chateaugay High School (1947) and the Adirondack School of Commerce (1950), Shirley went on to lead a life full of love, service, and dedication to her family and community. She married John Harrigan on June 26, 1952, and together they raised a family before his passing in 1979. Shirley later married James “Jim” Washburn on August 21, 1981, who also predeceased her in 2007.
Throughout her life, Shirley worked with dedication in several roles, including with the Franklin County Judge and Surrogate Court and Agway GLF. She and her husband Jim also ran Beaver Creek Farm together until 2007. As a woman of heart, Shirley was committed to helping others, regularly donating blood and serving as a volunteer for Hospice. She was an active member of St. Raphael’s Catholic Church, the Macomb Historical Association, and the St. Lawrence County Draft Horse Club.
Shirley’s love for her family was immeasurable, and she enjoyed nothing more than spending time with her children, grandchildren, and great-grandchildren. She had a knack for sewing, quilting, knitting, and reading, and her caring spirit extended to everyone she encountered.
She is survived by her five children, Patsy (Neal) Riggs of Lisbon; Peggy (Glenn) Chouinard of Federal Way, WA; Dan (Deb) Harrigan of Cato, NY; Rebecca (Randy) Reynolds of Hammond; and Gregory Washburn of Macomb. Shirley also leaves behind 12 grandchildren, 12 great-grandchildren, 2 great-great-grandchildren, as well as many nieces, nephews, and cousins.
She was predeceased by her oldest son John “Jack” (Therese) Harrigan of Queensland, Australia; her first husband, John Harrigan, her second husband, Jim Washburn, a sister, Carolyn Campbell, and a brother, Robert Cook.
Memorial contributions may be made to Hospice and Palliative Care of St. Lawrence Valley, the Heuvelton Fire Department, or the Make-A-Wish Foundation.
