

Dr. James E. Foster passed away December 30, 2017 at the age of 83. Memorial services will be at 11:00 am on Tuesday, January 16, 2018 at Village Presbyterian Church, 6641 Mission Road, Prairie Village, Kansas with reception following. Private burial in Mount Moriah Cemetery, Kansas City, Missouri.
Jim was born on January 10, 1934 to Lucile Bogue and William Mackey Foster in Overland Park, Kansas. He lived there most of his life. He attended Overland Park Grade School, Shawnee Mission High School graduating in 1952. He earned a doctorate in education at the University of Kansas. Jim joined the United States Marine Corps attending officer candidate school in Quantico, Virginia. He served his country in Japan as a ground approach controller in the 1st Marine Air Wing.
Jim began his education career after military service. He served as Associate Superintendent in Shawnee Mission School District, Assistant Superintendent in Blue Valley School District and finished his career as superintendent of Caddo Parish Public Schools in Shreveport, Louisiana. He was selected as state superintendent of the year in 1997 and received numerous leadership and community service awards. He was a member of American Association of School Administrators, Phi Delta Kappa educational fraternity, Louisiana Association of Supervision and Curriculum Development and Urban Superintendents’ Association of America.
He was preceded in death by his parents; brother, William Kirkland Foster and step-father, J. Royce Hoge. Jim leaves his wife of 60 years, Sandra Muntzel Foster; son, Dr. Michael Foster (Leticia) of Brownsville, Texas; daughter, Elisabeth Horner (Gus) of Overland Park, Kansas; brother, Jerry Foster (Barbara) of Tucson, Arizona; grandchildren, Bryan Foster of Austin, Texas, Thomas Foster of Waco, Texas, Andrea Foster of Brownsville, Texas, Christopher Horner (Shannon) Dallas, Texas, Margaret Horner of Overland Park, Kansas.
Jim loved his church Village Presbyterian Church, where he was a Sunday school teacher and elder.
