Billie grew up in Flat River, Missouri with her parents, William and Ida (nee Hale) Causey and older brother, Gerald Causey. She did not like her first name and went by June in her high school years.
She graduated from Flat River High School in 1947 and on May 24, 1947, she eloped with her high school sweetheart, John Tallent Farmer before he left for Air Force basic training.

After retiring from the Air Force in 1967, John and Billie settled in Belleville, Illinois until 1972, when they moved to Sarasota, Florida.
She and John raised two daughters and Billie became proficient as a legal secretary / assistant in her career. Their Christian faith was important to both Billie and John and they were always active in a local church throughout their lives.
