

Billy Ray “Bill” Scott, of South Houston, Texas, a beloved husband, father, brother, and friend, passed away on December 13, 2025, at the age of 79. He was born on April 29, 1946, in Abilene, Texas, to Ray and Jean Scott. In his early years, his family lived in Abilene before spending a brief period in California. They eventually settled in Houston, Texas, where Bill graduated from Milby High School and later earned an associate degree in Business from San Jacinto College.
In his early career, Bill worked at Sage, always being mindful to save his money so that his two sisters would have at least one special gift from him each Christmas. His sisters were always excited to see what he had picked out for them, a testament to his thoughtfulness and generosity.
In May 1982, Bill married the love of his life, Joyce Wood Richmond, at Golden Acres Baptist Church in Pasadena, Texas. Together, they built a life filled with love, laughter, and adventure. Bill was a devoted stepfather to Ryan, coaching him for 11 years in South Houston Little League. Though Ryan was his stepson, Bill treated him as his own, and Joyce often joked that Bill had fallen in love with Ryan before her.
Ryan shared how blessed he felt to have Bill in his life, saying, “It takes a real man to raise a child that isn’t his, and Bill did that and so much more.” Through Bill’s love, patience, and constant support he showed Ryan what it truly means to be a father. Ryan will forever be grateful that Bill chose to love him as his own, saying, “You didn’t have to be my dad, but you were, in every way that mattered.”
Bill was a kind and generous man, known for his warmth, integrity, and devotion to his family. He worked for 27 years at Brown & Root, where he specialized in heavy equipment parts. Outside of work, Bill was an avid sports fan, particularly when it came to the Houston Astros and Houston Texans.
Above all, Bill loved spending time with his family, whether watching sports together or going on trips. He especially treasured family gatherings, including the annual Scott family reunions at Petit Jean State Park, and loved spending time with his granddaughters. Bill and Joyce shared a love for travel, with his favorite destinations being Hawaii and Las Vegas. In Las Vegas, Bill took great joy in watching Joyce play the slots, as she always seemed to have a lucky streak. They also cherished their many trips to South Padre Island with the Schlumberger Retirees Club, creating lasting memories together.
He is survived by his beloved wife, Joyce Scott; his son, Ryan Richmond, and wife Shanna; his granddaughters Lauren Richmond and Kinsley Richmond; his brother Ronnie Scott; and his younger sister Beverly Rainwater. He was preceded in death by his parents, Ray and Jean Scott, his brother, Michael Scott, and his sister, Barbara Schleueter.
Visitation will be held on Thursday, December 18th from 5:00PM to 8:00PM at Grand View Funeral Home, located at 8501 Spencer Highway in Pasadena, Texas. The Funeral Service will take place on Friday, December 19th at 10:00 AM with burial immediately following at Grand View Memorial Park.
