He was born in Lenora, Oklahoma on March 1,1928 to Marvin and Pearl Blaine. He was married to Peggy O. Blaine for 51 years. Cecil L. Blaine worked for Phillips 66 for 37 years. He had a passion for horses, cattle, coaching girls softball, and RV camping.
He was preceded in death by his parents; Marvin O. Blaine and Pearl Hart-Blaine, Wife;Peggy O. Blaine, Sisters; Arlis Smith, Arlene Terbush, and Reeta Avery, and Son-in-law; James M. King
He is survived by three daughters; Mickey Marie Warren(husband-Barry), Cecilia Kay King, and Loretta Jo Miller, three grandchildren; Mickey Marvin Blaine (Nicole), Blaine Wesley King (Stephanie), Cherish M.(Peaches) Reyes(Manuel), seven great grandchildren; Tegan Olivia and Finnie Davis Blaine, Alex Chason and Kaegan Rylie King, Erik Manuel, Mark Anthony, and Zack Joseph Reyes, four nieces and one nephew from his Oklahoma Family.
