Harvey was born on November 25, 1933, in Port Arthur, Texas to Eleanor Susie Richard LeBlanc and William Everett Harvey LeBlanc, Sr. He was a former officer with the Port Arthur Police Department for thirteen years and retired as a Jefferson County Deputy Sherriff as the Patrol Captain of the Jefferson County Sherriff’s office for twenty-five years. Harvey was a member of St. Joseph Catholic Church in Port Arthur and served on the parish council. He was also a former Assistant Scoutmaster and Scoutmaster in the Boy Scouts of America.
Survivors include his wife, Jean Scott LeBlanc of Port Arthur; sons, James LeBlanc and his wife Kimberly of Nederland; David LeBlanc and his wife Debra of Tucson, Arizona; daughter, Kimberly Davis and her husband Paul of Sugar Land, Texas; brothers, Bill Sherman and his wife Fay Sherman of Groves, Texas, Mark LeBlanc of Tampa, Florida; sister, Martha Sue Edwards of College Station, Texas; son-in-law, Raymond Walker of Baytown, Texas; nine grandchildren, William LeBlanc, Stephen LeBlanc, Melissa McLaughlin and her wife Nicole McLaughlin, Kristin LeBlanc, Christile Lynn LeJunie, Blake Walker, Sydney Marie Kirk, Meagan Resendez and her husband Jake and Erin Davis; three great grandchildren, Duncan LeBlanc, Savannah McLaughlin and Silas Kirk; numerous nieces and nephews. Harvey was preceded in death by his parents, William and Eleanor LeBlanc; daughter, Marie LeBlanc Walker; brothers, Harold Sherman and Martin Neal Sherman.
A visitation will take place from 8:30 a.m. until 9:00 a.m. Saturday, March 6, 2021, at St. Joseph Catholic Church in Port Arthur. A Mass of Christian Burial will be conducted at 9:00 a.m. Saturday, March 6, 2021, at St. Joseph Catholic Church in Port Arthur with burial to follow at Greenlawn Memorial Park in Groves, Texas.
