Frank Anderson Billings

He graduated from his beloved NC State with Engineering and Construction degrees which he put to good use in the Army installing floating bridges in Germany following WWII. He was proud to be a utility contractor and began his career working at TA Loving as a mason’s helper during the summers while in high school, and left as general superintendent of their utility division almost 20 years later to start and serve as President of Billings and Garrett, Inc. with his brother-in-law Ken Garrett.

He served as a deacon at Millbrook Baptist in addition to being a soloist with the choir, a member of the Millbrook School Board, President of the Lions Club of Raleigh, President of the North Carolina Utility Contractors Association and was an all around great guy.

A massive stroke forced an early retirement 14 years ago, but he inspired a lot of people with his resolve to fight back with the help of his loving wife of 60 years and best friend, Peggy. His grace, humor and determination were exceeded only by hers.

He was proud to be an Eagle Scout and attended the 1950 National Jamboree at Valley Forge.

He was quite an athlete, playing baseball in high school and college, and playing a mean game of golf until his stroke. He enjoyed traveling, and, in addition to many other trips overseas, travelled to Nepal and China as a member of the Friendship Force. He also sponsored and mentored students from these countries while they were attending NC State.

He leaves behind his wife Peggy, son Paul Billings of Bailey (wife Patsy and grandson Chris), son Pat Billings of Youngsville (wife Glenda, deceased), and daughter Lee Anne of Alpharetta, Ga (husband Harold, grandson Bryan and granddaughters Paige and Lara). He loved his grandchildren dearly. He is also survived by his brother Charles of Winter Park, FL and sister Peggy of Raleigh and Sanford.

There will be a Celebration of Life service at 3 PM, Monday at Millbrook Baptist Church and the family will receives friends following the service in the Fellowship Hall. Interment will follow at a later date at Millbrook Columbarium and Sacred Gardens.

In addition to the staff at Brighton Gardens, the family would like to thank the angels on 7 West at Rex Hospital for the love and care afforded him in his final week; and the doctors for their valiant efforts on his behalf.
