

Oliff was born in Johnsonville, South Carolina on February 3, 1928. He graduated from Morven High School and enlisted in the US Navy and served on the USS Wisconsin battleship at the end of World War II. He later joined the Raleigh Police Department and retired after 31 years of service.
Oliff was married to the love of his life Clarice Lowery on July 8,1945. They had four children, Janice Langston (Ben Langston), Helen McAdams, Randy Pratt and Susan Lindley (Jay Lindley). They were blessed with eight grandchildren: Troy Ellis, Patricia Kenan, Brian Perry, Brock McAdams, Jordan McAdams, Elizabeth Lynch, Jack Lindley lll and John Lindley. They were double blessed with ten great grandchildren: Dillon, Austin and Jake Ellis, Liesa and Gabby Ellis, Abigail, Benjamin and John Lynch, Brooks and Graham Lindley. He has one surviving brother, Joe Pratt. Oliff and Clarice were married 76 years.
He enjoyed traveling, gardening, music, and taking spontaneous road trips. He was actively involved at St. James United Methodist Church. One of his great joys was baking cakes for the church bake sale, many of which were purchased before ever leaving the kitchen. He was also a member of the Masons.
Oliff is preceded in death by his son Randal Oliff Pratt, his parents Oliff and Mary Pratt, his sister Leona Pratt Prevatte, and three brothers J.W., Cham, and Bill Pratt.
The celebration of life will be held on Tuesday, February 15th at 2:00 pm at St. James United Methodist Church. The service will be officiated by the Rev. Kim Lamb. Visitation will be held at 1:00 pm at St. James United Methodist Church in Carson Hall.
