

Keith is survived by his loving wife of 52 years, Ann (Henderlite) Carter and three daughters; Angela (Bryant) Shafer of Myersville, MD; Alicia (Adam) Bolden of Ashburn, VA; and Nikki (Alex) Carter of Mechanicsville, VA. Keith’s world centered around his seven grandchildren; Spencer, Kathryn, Isabella, Carter, Jacob, Alexandra, and Avery. He is also survived by his sister, Kathy (Carter) Munn (‘Catfish’) of South Shore, KY; brother in law Douglas Newell III of South Shore, KY; sister in law Donna (Henderlite) Henninger (John) of Jacksonville, FL; brother in law Russell (Eileen) Henderlite of Jacksonville, FL and brother in law Larry Martin of Roanoke, VA. He will be lovingly remembered by his numerous nieces, nephews, great nieces and great nephews.
Keith was born on July 18, 1952 in Portsmouth, OH and grew up across the Ohio River in Greenup County, KY. During his childhood he enjoyed hunting, fishing and shooting with his father. After high school, Keith knew he could make a difference and joined the United States Navy.
All who knew Keith quickly realized his patriotism and love for his wonderful country. This could be seen by his service in the US Navy, followed by 22 years in the Central Intelligence Agency. While serving in the CIA, Keith and his family were stationed in Monrovia, Liberia; Bridgetown, Barbados and Moscow, Russia. Along the way he forged friendships that continue to this day. After retiring from the CIA; Keith quickly returned back to the same workforce as he knew his commitment to national security was not over. Keith deployed multiple times to support the middle east efforts and the missions there.
Keith’s primary hobby was spending time with his children and grandchildren. He loved taking their RV and traveling to places such as James River State Park, Myrtle Beach SC, Disney World, and Beth Page Campground. Keith and Ann welcomed everyone with open arms and over the years they “adopted” extra children and grandchildren. For several years Keith was a proud member of the Patriot Guard Riders supporting Veteran and First Responder efforts in the Hampton Roads area.
Keith is preceded in death by his parents Carl and Betty (Skidmore) Carter of South Shore, KY and sister, Karen (Carter) Newell of South Shore, KY; mother and father in law; Kathryn and Claude Henderlite of Jacksonville, FL and sister in law Susan (Henderlite) Martin of Roanoke, VA.
A celebration of life will be held on Friday, June 6, 2025 at Nelsen Funeral Home, 4650 S. Laburnum Avenue, Richmond, VA 23231. Doors will open at 2:00pm with a service at 3:00pm. Please show your patriotism in honor of Keith by wearing red, white or blue.
