Frances Elliott Rafferty Harper, 76, of Richmond passed away on Saturday, April 22, 2017. She came to Richmond from Coeburn, South West Virginia early in life while still caring for her mother first in the textile industry, then moving on to tobacco in its heyday. Retiring from AT & T communications, she was an avid shopper, interior decorator, and absolutely loving mother. She was preceded in death by her husbands, Henry T. Rafferty and Robert Harper. She is survived by her son, Phillip T. Rafferty and numerous nieces and nephews. The family will receive friends on Saturday, April 29, from 1 to 2 p.m. at Nelsen Funeral Home, 4650 S.
