Hampton was born on March 7, 1936 in Richmond, VA, to parents, Hampton DeJarnette Jesse, Sr. and Lucille Bloxom. After high school graduation, he continued his education in college completing one year after which he left school to enlist in the U.S. Army and serve his country from 1957 to 1959 and he continued serving in the U.S. Army reserve until 1963. He returned to college and graduated with a degree in Sociology from Randolph Macon College (Class of 1961) in Ashland, VA. He was a member of the Sigma Phi Epsilon Fraternity. While attending college, Hampton met the love of his life, Elva, and they were married in April 1960. He went on to establish a career working for the federal government as Associate Regional Administrator of the Medicare Division, Health Care Financing Administration (HCFA) for 24 years before his retirement in 1994. His job took him to multiple locations throughout the east coast but his heart always remained in Virginia. After retirement, he and his wife moved back to Williamsburg, VA and enjoyed many wonderful years together with family and friends close by. Hampton and Elva moved to Warminster, PA in 2017 to enjoy being able to spend time with their grandsons.
Hampton was an avid golfer for many years and was a longtime member of the Spotswood/Golden Horseshoe Golf Course in Williamsburg, VA. His father worked for the C&O railroad and fostered his love of HO gauge model trains which he enjoyed setting up elaborate working displays for. Hampton cherished his many lifelong friendships with people he had known and kept in touch with since grade school. He was married to the love of his life, Elva, for over 63 years. The family he created was everything to him and he never missed an opportunity to show how proud he was of his daughters and grandsons. His favorite yearly tradition was to make his mother’s fruitcake recipe each Christmas and share it with family and friends.
Hampton was preceded in death by his parents and sister, Beverly Anne Keith. He is survived by his wife, Elva Jesse; daughters, Donna Jesse and Susan Sklut (Jon); as well as two grandsons, Logan Sklut and Ethan Sklut.
A viewing is scheduled for Monday, November 6 from 1 to 2 p.m. at Nelsen Funeral Home, 4650 South Laburnum Ave., Richmond, VA 23231 with a funeral service to begin at 2 p.m. Interment will follow in Washington Memorial Park, 6217 Memorial Drive, Sandston, VA 23150.
