He proudly served in the U.S. Marine Corps.
Herbert was preceded in death by his loving and devoted wife of 48 years, Christine S. Parsley.
He is survived by his daughters, Ginnie P. Willinger (Eric), Debbie P. Harrison (Troy); grandchildren, April (Trey), Troy Jr., Brittany, Joey (Kandice), Heather; and great-grandchildren, Bryson, Brielle, Beckett, Lacy, Ryleigh, Lilly, Everly, Braxton, Rose.
The family will receive friends on Thursday, September 26, from 4 to 8 p.m., at Nelsen Funeral Home, 4650 S. Laburnum Ave., Richmond, Va. 23231. A graveside service will be conducted on Friday, September 27, in Washington Memorial Park at 11 a.m.
