Virginia Miltier Phipps

Virginia M. Phipps, age 95, a resident of Richmond, Virginia, and the Masonic Home of Virginia in Henrico, Virginia, passed away peacefully on Sunday, May 3, 2026, at the Masonic Home of Virginia. A native of Portsmouth, Virginia.

Virginia was the daughter of the late Carrie and George Miltier. She was preceded in death by her devoted and loving husband of 51 years, Simeon J. Phipps Jr.

Virginia retired in 1978 from the Underwater Explosions Research Division after 28 years of dedicated service as a civil service employee. She was a faithful member of Fairfield Presbyterian Church and was also a Past Matron of Kempsville Chapter No. 173, Order of the Eastern Star.

Virginia will be remembered for her dedication to her family, her faith, and her years of service to her community and country. A memorial service will be held in the Chapel at the Masonic Home of Virginia, 500 Masonic Lane, Henrico, VA, on Saturday, May 30, 2026, at 10 AM.

A private burial will take place at Olive Branch Cemetery in Portsmouth, VA.
