He was born in St. Louis, Missouri to Paris and Mary (Carter) Phipps on September 5, 1945.
He attended the University of Illinois, graduating in 1968 with a Bachelor of Science in Accounting. Robert was the Mayor of East Lansing, Michigan for two years.
Robert loved his work, the water and boating, miniature golf, and the casino.
Robert was preceded in death by his parents, Paris and Mary (Carter) Phipps, his brother, David Phipps, and sister, Mary Sue Willits.
He is survived by his wife, Darlene (Eagle) Phipps, son, Jason Phipps (Melissa), and grandchildren, Everleigh Mayes, Will Phipps, Drew Phipps, Reese Phipps, and Hannah Phipps.
A Celebration of Life for Robert will be held on Saturday, June 28, 2025 at 11:00 am at Robert Toale & Sons Funeral Home at Palms Memorial Park, 170 Honore Avenue, Sarasota, FL 34232.
