Jean was born on May 4, 1938, in a log cabin in Milo, Maine, to the late Jean and Eva (Kelley) Perkins. At the age of five, she moved with her family to Connecticut, where she attended New Britain schools and later graduated from Berlin High School, Class of 1956.
She was married to the love of her life, Robert W. Parzych, with whom she built a beautiful life and raised an amazing family of six children. Jean devoted herself wholeheartedly to her family, community, and faith. She attended Mary Our Queen Church until its closure and lived her life grounded in kindness, service, and perseverance.

In 1998, she received the Liberty Bell Award, given annually to an individual who makes a significant contribution to the American legal system.
