Frankie was born in Montgomery, Alabama on June 15, 1938 to Harvey and Katy Garner. In 1948, her parents relocated the family to Tampa. Frankie graduated from Plant High School and attended the University of Tampa. She married her husband of 53 years, Stan, on May 27, 1967.
Frankie was a devoted member of her church, Palma Ceia Presbyterian, and loved her Bible studies. She was a sustainer with The Junior League of Tampa and a longtime member of LAMPLighters. Frankie enjoyed Friday nights at the movies, playing bridge with her friends, and was always up for a shopping excursion. Frankie’s life was guided by her faith and her love for her family and close friends.
Frankie was preceded in death by her parents, Harvey and Katy Garner, and brother, Gary Garner. She leaves to treasure her memories: husband, Cecil Stanford Harrell; daughter, Whitney E. Harrell and grandson Ellis Jackson McCarthy; son, Christopher G. Harrell (Misha), grandsons Braxton and Nolan Harrell, and granddaughter Shea Harrell; brother, Mac Garner; sister-in-law, Carol Garner; as well as numerous family and friends.
Her presence will be deeply missed but her memory will be held dear in the hearts of her friends and family forever. Due to Covid-19, a private service will be held at Myrtle Hill Cemetery. If desired, in lieu of flowers, donations can be made to Metropolitan Ministries.
