Leroy, known among his friends as “Junior Roy” grew up surrounded by the close-knit community of New Roads, where he quickly developed a strong sense of responsibility as the eldest sibling. His early years were filled with family gatherings, helping his parents with household chores, and cherishing the values of hard work and kindness that were instilled in him from a young age. These formative experiences shaped Leroy’s character and laid the foundation for the path he would follow throughout his life.

While in the Air Force, he received several Commendation Medals for exemplary job performance. Continuing his educational pursuit, Leroy graduated from the University of Texas at Arlington with a Bachelor of Business Administration degree with a major in Finance.
His employment career began as an Assistant Manager for McCrory-McClellan Green in Fort Worth, Texas. He then became an Accounting Clerk for Texas Electric Service Company where after promotions to numerous managerial positions, he retired in 1992. Relocating to Florida in 1994, he began employment as a Methods Analyst with Peoples Gas System (TECO) from which he retired in December 2017 as Regional Manager for Local Government, Community Relations and Economic Development. For many years, Leroy devoted time and energy to his community by volunteering with business, civic and service organizations and serving on the boards of several – among them were Citizens Concerned with Human Dignity (CCHD), a housing assistance organization in Fort Worth, TX; Leadership Tampa Bay; Pinellas County Urban League; Boys and Girls Clubs of Greater Tampa Bay; Elevate, Inc; St. Petersburg Chamber of Commerce; Greater Naples Chamber of Commerce; and the nonprofit Starting Right Now.
