

Billy G. McGinnis, 89, of Troy, Texas passed away on Monday, February 22, 2016 at his home. He was born on November 25, 1926 in Thurber, TX the son of William and Mildred McGinnis. Bill lived in Troy for over 30 years. He was a member of the First Baptist Church in Troy. He served in the U.S. Army Air Corp. in the Pacific Theater during World War II. After the war he received a Bachelor of Science degree in Civil Engineering at Texas A&M. He married Ina Fay Minyard in 1949 and they were married 62 years until Ina’s passing. His engineering career began with the Texas Highway Department in Clifton and on to several companies including serving as Bell County Engineer in Belton. Bill worked on many projects throughout the United States and he and Ina lived in Texas, Idaho, South Dakota, Kansas, Iowa, Louisiana, Nevada, Georgia, and then back to Texas. In 1985 he was the co-founder of Ellis-McGinnis Construction Company in Eddy, Texas where he served as the CEO until his passing. During his 66 year engineering career, he was responsible for the construction of numerous Army Corp. of Engineers and Bureau of Reclamation dams and reservoirs, bridges, tunnels, mining operations, power plants, and railroad and highway transportation systems across the Continental United States and Alaska and international projects in Madagascar, Africa. He was preceded in death by his wife Ina Fay. He is survived by his sons; Robert and wife Marsha of Temple, David and wife Shirley of Moody, and Michael and wife Beth of Temple, a daughter Karen and husband Dennis Eicke of Benbrook, TX, grandsons; Jonathan and wife Jessi McGinnis of Waco, Matthew McGinnis of Boulder, CO, Patrick McGinnis of Temple, and Lane McGinnis of Austin, and granddaughter Jordan Bay of Boston, MA. A visitation will take place on Friday, February 26, 2016 from 6:00 PM – 8:00 PM at Scanio-Harper Funeral Home 3110 Airport Rd Temple, TX 76502. A funeral service will be held on Saturday, February 27, 2016 at 11:00 AM at the funeral home followed by a graveside service at Bellwood Memorial Park in Temple.
