Charles Bouie was born in Quincy, Florida on April 17, 1943 to his late parents, James and Janie Francis Bouie. His parents later moved to the Boynton Beach, Florida area where he attended Poinciana Elementary School and graduated from Carver High School in Delray Beach, Florida, in 1961. Charles was a member of Community Deliverance Church.
In April 1963, Charles joined the United States Air Force, where he served continuously on active duty for 26 years. During his time in service, he received several accolades, including the National Defense Service Medal, the Vietnam Service Medal with two service stars, and the Republic of Vietnam Campaign Medal. He retired from Randolph Brooks Air Force Base in April 1989 at the rank of Master Sergeant and settled in San Antonio, Texas. He was also a DAV (Disabled American Veterans) member of Percy A Spence III Chapter 7.
In June 1964, Charles married his high school girlfriend, Otyvee Jenkins, a dedicated and devoted wife who cared for him throughout his more than 20 years of illness. They were married over 61 years.
Charles was preceded in death by his brother, Roosevelt Bouie, and his sister, Janice Bouie. He passed away on May 9, 2026 leaving behind to cherish his precious memories, his loving wife, Otyvee Bouie, their two children, Kemyla Bouie Westbrooks and Charles Bernard Bouie (Annette), One brother, Pastor William J. Bouie (Julia), Three grandchildren: Andre Bouie, Kayla (Raymond) Moreno, and Jada Bouie; six great-grandchildren: Marcel, Brooklynn, Jaden, Koby, Zariah, and Israel. Three sisters-in-law: Cheryl Skinner and Debbie Skinner of Boynton Beach, Fl, and Carla Jackson (Chad) of Atlanta, GA. A very special nephew, James Bouie whose telephone and personal conversations always ignited cheerful smiles on the face of Uncle Charles, and a host of nephews, nieces, cousins, and friends.
