Frances “Lily” Hodges Tigmo Costa, 86, of Chesapeake Virginia returned to the Lord Friday, February 16, 2024 at Winchester Medical Center in Virginia. She was born on September 27, 1937 in Houston, Texas to the late Euna Hazel Fuller and Reuben Elbon Hodges. Frances attended Norview High School, where she met and married her high school sweetheart, John Anthony Francis Tigmo. After his death in 1980, she married LCDR John Frederick Costa. He died in 2000.

She served meals on wheels to the hungry, welcomed the homeless, many times even letting them live in her home with her until they could get on their feet. She prepared layettes for newborns, worked many years with the Red Cross, and collected for St. Jude’s.
