

Jack was born in Jersey City, New Jersey. He graduated from Seton Hall University with a bachelor's degree in Business Administration and received his Master's Degree in Public Administration from Golden Gate University.
Jack was a New Jersey State Trooper prior to receiving his Commission in the U.S. Navy. After his retirement from the Navy, he was a Virginia State Probation Parole Officer in the Portsmouth / Chesapeake City Offices.
He is survived by his beloved wife, Carol Ann, of 32 years, daughter Janice, his stepson Mark Marcus and wife Ann and granddaughter Carly Marcus and many nieces and nephews to include Karen Tulip, Rachel, Eric, Courtney, and Lindsey Anderson, Michael, Jen, Gracie and Stella Mendelssohn and a sister-in-law, Debbie Woolford.
After receiving his commission as an ensign in the U.S. Navy at OCS, Newport, Rhode Island, Lieutenant Commander Kulikowski's tours of duty included the following: U.S. Navy Supply Corps School, Athens, Georgia; Supply Officer of the USS Laffey DD 724, Com Pour Staff Philadelphia, Pennsylvania; Assistant Planning Director for the Navy Resale System Brooklyn, New York; Material Support Norfolk Naval Shipyard Portsmouth, Virginia and Material Support Guantanamo Bay Cuba.
Jack was a member of the American Legion Post #0141 Richmond, Virginia; Retired Officers Association; Fleet Reserve Association Branch #166 Virginia Beach, Virginia and the Disabled American Veterans Chapter #4 Norfolk, Virginia.
Among the most significant accomplishments of his Naval career was the fact that he was the first amputee to be returned to full duty in the history of the U.S. Navy. His return to full duty as an amputee paved the way for many others like Carl Brashear, CPO, the subject of the film fame "Men of Honor" whom he counseled.
The family will receive friends on Sunday, December 4, 2011 from 4 to 6 p.m. at Rosewood Kellum Funeral Home where a celebration of Mr. Kulikowski’s life will be held on Monday, 2 p.m. at the funeral home. Entombment will full military honors will follow at Rosewood Memorial Park.
