A Norfolk native, Jimmy was born on November 14, 1947 to the late Joseph E. and Joyce H. Carter and was a resident of Norfolk, Virginia. He was also preceded in death by his daughter, Kimberly Anne Carter and son-in-law, Randall Vaiden.
Jimmy worked as a master Electrician for 52 years and was a member of Kempsville Baptist Church. He enjoyed fishing and spending time with his family.
Survivors include his loving wife of 56 years, Cynthia G. Carter, a son James S. Carter and daughter Wendy Vaiden, grandsons Joseph Carter, Andrew and Carter Vaiden, a great grand daughter Alana Renee, as well as two brothers, Rickie Carter (Debbie) and Johnnie Carter (Dianne), extended family and friends.
Friends and family are invited from 1-2 pm Tuesday, September 8, 2026 for visitation and a Celebration of Life to follow at 2:00 pm. Rosewood-Kellum Funeral Home, 601 North Witchduck Road, Virginia Beach. Interment will follow at Rosewood Memorial Park.
