
Bill was born on February 14, 1936 in Morgantown, WV to the late Edison and the late Dorothy Phillips. He grew up in Waynesburg and graduated from Waynesburg High School. After serving his country in the U.S. Army, he returned home and married Rosalie Matz Phillips in 1960. He went on to work in the engineering field prior to opening up his own land surveying company. Later in life, he partnered up with other companies in the area on several large projects, such as The LRT Subway in Pittsburgh and The Mon-Fayette Expressway. Bill's interests included woodworking, and he went on to build his own home. He enjoyed hunting, fishing, watching football, and being outdoors with his family.
In addition to his wife, Bill is survived by three children, David Phillips, Ethan Phillips, and Nicole Phillips; two siblings, Edison "Phil" Phillips and Sally Litwinovich; and seven grandchildren.
A private memorial service for family and friends will be scheduled at a later date.
