Eloy Rivera Balboa

Eloy went to be with the Lord on October 21, 2025. Eloy was born to Baldemar and Celia R. Balboa on October 16, 1962 in Brownsville, Texas. Eloy was the 4th born of 9 children raised in a loving home. One of his childhood passions was playing baseball, from t-ball until high school.

He married the love of his life, Rosie G. Balboa in 1982 and moved to Friendswood, Texas. There they built a beautiful family together for 43 years with four amazing daughters. Eloy began his career with Clear Lake City Water Authority in July 1983. For 42 years, he dedicated his life to CLCWA as Sewer & Drainage Superintendent. Eloy embodied honesty, integrity, and an unwavering work ethic every single day. His commitment went far beyond the requirements of the job and he poured his heart into his work, taking pride in every task and caring deeply about the people he worked with.

Eloy was preceded in death by his parents Baldemar and Celia Balboa, and his sister, Norma Sosa.

He is survived by his loving wife, Rosie Balboa; his daughters, Barbie Balboa, Elizabeth Balboa Waits (Michael Waits), Bianca Balboa, and Sarah Balboa; his brothers, Baldemar Balboa (Margo), Armando Balboa (Christela), Ruben Balboa (Nancy), and Robert Balboa (Olga); and his sisters, Cynthia Melchior (Richard), Belinda Balboa, and Mary Ann Balboa.

He was a proud and devoted Pepaw to his precious grandchildren, Noah Balboa, Stella Balboa, Aria Waits, Elijah Waits, and Autumn Dorroh. He is also survived by numerous nieces and nephews.

He had many friends who were dear to his heart, but there were a few whose friendship stood out through both the good and difficult times. The family would like to especially Thank Benny, John, Robert, Ford, Brandon and Manny for their unwavering support, kindness, and companionship throughout the years. Your friendship meant the world to him and brought great comfort and joy to his life.

A visitation will be held at Forest Park East Funeral Home, located at 21620 Gulf Freeway in Webster, Texas Tuesday, October 28, 2025, from 1:00 pm to 3:00 pm with the funeral service to follow at 3:00 pm.
